Julia Palmer

Consultant Solicitor

Julia is a Consultant with Trethowans, assisting the Licensing, Betting & Gaming team.

Her experience in licensing started in the 1980's, as a Clerk in the Bournemouth Magistrates' Court. Following her time as a partner with a well-known licensing practice, she then worked in house with a major "pubco" before returning to private practice to head up the licensing team at a mainstream South Coast firm. She joined Trethowans in October 2010.

Julia's specialist areas are Licensing Act 2003, Gambling Act 2005, SIA, SEL and Taxi licensing. Associated regulatory including Health & Safety, Trading Standards, Food Safety, Reviews, Closure Notices and Orders, Noise Abatement Prosecutions etc. She regularly appears at Hearings across the South including London, and deals with appeals through to High Court challenges.

Julia has been singled out by clients in Chambers (2017) as "a delight to work with".  Sources say that she knows licensing law extremely well and is "happy to give commercial advice.".

Memberships include as a trainer with BII, and Institute of Licensing.

Julia recently acted swiftly to be heard on an Expedited Summary Review seeking instant closure to prevent that, and has successfully concluded over 20 Licensing Act appeals without having to take the matter to final hearing.
